When he was asking $400.00 I offered $200 because it needed repairs to engine and cooling systems (usual other issues, brakes etc). It was also pissing fuel onto the exhaust manifold. He declined saying he'd get $300 for it easy.

Still worth a $150 but if the cops pulled you over and had a good look you might be up for some rust repairs. Probably gone by now but worth a try.
