Get a witworth socket. Size escapes me atm, (Maybe 3/8?) but hammer it on, and bobs your uncle.

Just get a piece of chipboard or cement sheet like material made from wood chips etc make a hole so it fits over the bolts, then put a bigger nut over the head bolt, arc weld it on the inside to the head bolts having one lead over the bigger nut and presto.
However like DD said use a proper hex not crown type of socket or ring spanner the full hex (flat sides unlike crown with teeth) will put even force all around them. I had a worse situationr happen to me last year and used the arc welder in the same manner and just tack welding puts enough heat also at the same time.

And buy a Six-point socket to put it back together. 12-point sockets can't apply the high torque very well.

Rost off ice if awesome ,works realy well
Couldnt you just grind the head of the bolts off then lift the head? Then undo the bolts ,and maybe soak them with Rost off or wd40 Good luck!

i know you can get it at toolmart in WA, it's expensive (about $20 a can) but well worth it over WD40 and the like...
