Forget the A & E wires.
Pull the T-connector out and measure the voltage in the two wires that end in the Tee. Put voltmeter black wire on negative battery post. Put red wire in T-connector. One of the wires should have 12V. If not, you have a wiring problem.

Oh I see, alright just checked it and it says 0.38 so that means a different issue?

Turned out it was the alternator, the rotor was busted.
