If the 4 bolts tighten down normally then it has gone in fully

I didn't install any shims, there were none when i took the axle shafts out.

Is this an issue?

I noticed in the tech wiki there is also a shim or gasket between the grease catcher and the backing plate on the outside face of the backing plate. This was also missing.

Is that part also necessary?

as unfamilia said the shims are un-necessary -- as long the the bearing end-play is within spec. The shims are used to adjust the end-play

That is a gasket (packing), it only seals the grease area from the drum area. The grease "caught" runs out the drain hole. Instead if making/buying a gasket, you can use a thin bead of RTV to seal it

NOTE: the grease catcher normally sticks to the backing plate when removing the axle

I can't find a way to seal the grease catcher without removing the backing plate from the axle. Even after dissambling the drum brake components

you can use a thin bead of RTV to seal it. With brake shoes removed, undo the four nuts -- but leave the axle in the housing. Pull the catcher forward and carefully apply the bead. Let it "set" (get tacky) before bolting it down
