You wont need to retro fit rear belts unless you try and engineer it for engine conversion etc later on.
The police most likely will hassle you and not have a clue about the 301 rule. I had dimilar issues when i had a 69 mini. No rear belts and no requirement to fit them. But that was 15 years ago. I went through it with vic roads a few times after being pulled up for it by police. Yhey said didnt need them.

That leaves one question, I don't know what size A series that original engine is. Is there anyway to check with that number?

All Datsun 1200s (B110 and B120) came with an 1171cc engine. No matter the year or the body style. Only the PB110 (sunny 1400) came with a different size engine.
