I hear that the engine revs up considerably. In the first part of the video, it is running slower, then suddenly it revs up and sounds a bit funny, but it still seems to run OK. I would guess that is a governor problem. It certainly does not sound like a bad standard part (plugs, wires, PCV valve, carb or EFI, etc).

The program on this engine automatically revs up when you first start it. When I remove the load its going back to start up mode. I just can't figure why it bogs to begin with. The exhaust is rich with fuel like its drowning in gas. It has a throttle plate that the computer reads for correct mixtures maybe for some reason they are getting mixed signals. I'm not sure how to check that.
