Regarding the fuel flowing out near the accelerator pump:

* if the fuel level in the sight glass is on the dot, it means the needle valve is good and properly adjusted.

* it does not mean you have the wrong gasket. Carefully inspect the gasket to see if it lines up correctly. Make sure it is not upside down.

* Do not over tighten the top as it can warp. The screws should be finger tight

* most importantly, remove the pump plunger and verify the BB is under the spring. Verify that the pointed weight is down in the next hole. These comprise the check valves for pump fuel flow

Top cap was warped and couldn't get a proper seal, fuel pump was leaking.

Replaced the carb and fuel pump for new ones.

Car now runs fine.
