I believe that is an aftermarket add-on.

The B310 proportion valve is built into the Splitter and is called "NP-Valve". However that is usually mounted on the firewall, so your car may have been modified.

Regarding the add-on, I would remove it so that it does not interfere with your factory braking system.

on double-checking, that circled item looks like the stock NP-Valve in the stock location.

NP-Valve is not adjustable, it is automatic for varying loads. So the car will not lock up the brakes when empty or full load. B110 did not have this, but most B310 do.

the big adopter is actually a pressure regulator, which limits the rear bake pressure. i got this info while surfing internet and i did open mine to look inside it. and yes it is regulator.
