If you read it fully the mods are only those that fall out of vsi 8 under normal rwc rules for all cars on full reg anyway. No big deal there and that's for post 1969 I think.

I like the changes except the rwc cert one but hey makes sure pos cars don't go on.

Looks like they've added an extra form or 2 that you need to fill out, but the VASS form seems to be only for mods that should need it like brake modifications. Mild stuff like lowering springs, exhaust and intake modifications seem to be ok with the original H plates according to that link. I was thinking that those things were going to push you to the M plate.
