The Below image is not peeled off or anything just water is lying on the car ,when it is wet it looks shiny , when it is dry it looks horrid, i have not cut and polished them , will cut and polish sort out this issue or do i need to repaint it ,i put 2 coats of 2K clear

That's a relief, just an artefact of the image.
I would work on the boot only (if you stuff it easier to respray) and cut it back first to see how it goes.
I put on maybe 4 coats plus on mine.
When cutting if you rub through to the base coat there is no saving that section and it will have to be resprayed, so be careful.
wet sanding, cutting and polishing will be the only way to save what you have and get a shine.
