That might be the part (that usually is stuck to the body) which is the foam strip seal, and no it doesn't necessarily need to be replaced, but you might want to

I don't recall every seeing that happen before. Maybe the tyre is too wide? Or maybe the struts have been cut short and the lower spring perch lowered way down?

Front Wheelwell - the wheel backspace should be less than 3.5 inches

That would be a problem here as 220/250V outlets are not common except dedicated to the kitchen oven and electric clothes dryer

@ddgonzal i bought some new tyres for the rims they are like 1cm from hitting, my fronts are 14x6.5

Also with the part numbers how does that work? What website do i search the number on?

Those are Nissan part numbers, use the Google web site to search, for example: http://google.com/search?q=63811-H1000

The fender weatherstrip is just a standard piece of foam rubber, buy it from any body shop e.g. call Scott's Old Rubber
