Also, are the dash lights meant to illuminate when depressing the brake pedal or is this a wiring problem?

My 1200 hood (bonnet) had a roof-dent in it for 10 years. Worked just fine. The hinges tore through the firewall, but still worked fine

The recall for was for the secondary latch (for if the hood was only partly closed). If it is completely closed, the latch works perfectly fine, regardless of whether it has the recall part or not

* With high-load LED lights, the stock flasher unit works fine
* With low-power LED lights, the stock flasher unit fails to flash

Use a modern flasher unit (3-wire type)

I'm more worried about the hood at the moment. I could try to beat the old one back in shape but a second hand one would be ideal. The hinges tore through part of the firewall too

I have LEDs throughout my dashboard. Turn signals/Flashers. They work fine. But of course I totally replaced my cluster and made my own. That really should not make a difference.

If they turn signals light up but won't flash, yes that's probably the reason

Took it for a test drive last night and the hood flew up and smashed the windshield. Just my luck.

That's just sucks. Now that you got that out of the way, there's not much left to go wrong.
Car is coming along nicely. Keep going.

The only LED lights I have are in the dash cluster for L and R turn. Also for gauge illumination. Is this still the reason why? Even though I don't have any LEDs in the actual rear/lower front lights on the outside of the car?

The standard turn signal flasher is load-dependent. With low-power LED lights, it won't flash. Just replace the flasher can with a load-independent type http://google.com/search?q=LED+turn+signal+flasher&tbm=shop
