1. If it's a "bmp" file, re-save it as a "jpg" file. Windows XP Paint can do it, and so can several freeware programs
2. If you have a hi-res Scanner (like 600dpi), scan it at 75 dpi instead
3. Use a graphics program to "resize" the photo from 2000x2000 or whatever it is down to 640x480
