why do you want to go faster then 140kph??? With new tough laws you won't have a licence

hey guys,
can someone please help, my A-12 wont go over 140kph on the freeway or wont rev past 4300rpm in top gear, i have at wild cam mild porting and a 32/36. i know with my stock carb it did the same so i thought the webber would fix my problem, but it's the same could it be timing not advancing?? too rich, too lean??? it pulls fine through the gears until 4th, foot flat going nowhere im going to burn this engine soon PLEASE HELP IM PULLING MY HAIR OUT HERE.
