in the 1973 Nissan Factory Service Manual:
COLD: 0.25 mm (13 thousands inch) HOT: 0.35 mm (14 thousands inch) wouldnt the metal expand as it gets hotter and therefore it would have a smaller gap rather than larger.

You're on the right track, however it is the valve head that expands the most therefore pulling the stem further away from the rocker.

Head. ... Gets taller Cylinder block. ... Gets taller Valve stem. ... Gets longer pushrod. ... Gets longer Tappet. ... Gets taller rocker pedestal. ... Gets taller The growth of the various components tends to cancel each other out to some degree & in the end, its all good. What they do during engine development is to get the tappet clearance right when hot, then measure it when cold. This works on the reasonable assumption that it will come out right when it is at operating temp again. If you are reassembling a new engine, or reinstalling a head, use the cold setting as a get-you-going setting & reset the tappets when the engine is properly hot for best results.
