My 1200 does the same thing, never bothered to check it out yet, maybe a faulty switch?

First click with the highbeam on will give you just park lights, second click with highbeam on will give you highbeam. Highbeam off, lights in both positions will be on dip.

If you have them on high beam before and during pulling the switch on only parkers will come on on first click then high beams on second click. Both will be on on both clicks on low beam. If no joy check all your earths that was my problem originally and crappy old fuses.

This is why it is valuable to obtain an owner's manual for your 1200 -- it explains how these things work.
Datsun 1200 had a headlight flasher option, so it's not clear why the Aussie 1200s work that way. Less expensive than the option perhaps. Passing Light Switch You can view topic.
