Car Signal Lights Problem

Hi Guys
I was checking my car signal lights and replaces some burned bulbs with new ones,When a the signal lights is on one side front signal light is not working, so i checked it with multimeter and realized the voltage at that end is moving to minus side of the multimeter what would be the reason guys , i never come a cross situation like this , is it something with signal flasher ? thanks Regards Sumith

Sounds like the wires are reversed.
