Stalling coming to the traffic lights is usually caused by a lean mixture.
* Float level not set correctly
or
* A/F mixture not adjusted
or
* Air leak (vacuum leak)

This suggests a sticking fuel inlet valve: "when i give the check valve a tap from the top of the cabby it idles back perfectly"

Does the weber have a idle speed to set or just the A/F mixture?

Weber 32/36 is a conventional carburetor and so has both the usual Idle Speed and Idle Mixture screws. Set them both. If the idle is too low, it can cause stalling problems. If the mixture is too lean, same result.

Set it to 750 rpm and best lean idle.
