When I take the oil cap off when its running it puffs a fair bit of air and a bit of oil and the engine runs noticeably rougher. There is also a tapping noise consistant with revs (pretty sure its not in the rockers will find out where tomorow) There is also a bit of oil around the rocker cover seal is that normal?

If you remove the oil filler cap while the engine is running, it should blow oil droplet out. That is normal.
If you have some other problem, yes, check the previous suggestions.

you should have a breather and pcv outlet, with both these clear there should not be pressure in crankcase

My rocker cover is pressurizing (cant spell sorry) think it might be the PVC valve any info would be appriciated.
