What are the laws reguarding abandoned cars in Australia? Can you just take it and file for a title?

Here in the USA, you have to be a city/state authorized agent to pick up cars that are say on the side of the road. But, I wonder what about a car park?

For all you Sydneysiders out there , there is a Datsun "1800J"? south african model abandoned in the train station carpark (I think it is Thornleigh) at the end of the Comonara parkway when you cross over Pennant hills road.
It has an L motor sans head, there could be something there usefull to someone.
