it wasn't adjustable from the factory, but many years of abuse may have bent your frame or something.
the camber bolts replace the standard bolts that attach the steering nuckle to the strut, they have an off center lobe that allows the camber to be adjusted as much as +/- 4 deg camber plates replace the strut tops and allow you to adjust the camber a more secure way, for a greater cost.

On a Nissan Pulsar, the camber is non-adjustable.

you could do a few things:
camber bolts - work ok, cheap camber plates - work good, very expensive there are other ways that you could do it on the cheap, but i'm not going to tell you any of those.
