Those could be plates that were made up to cover the holes that may have been there from previous mirrors. Just a guess.

They are similar I think,
The Tomei car looks like it has a four stud fixing and a longer/deeper housing. I don't doubt that the ones on the tomei car are of the same make though. Ask 'em? EDIT: They may be the same, the mounting plate is definiely different though.

I've been looking for this thread for a a while now. Now I knwo what those mirrors are called
 Every pic I find of those mirrors is kinda vague, I can't tell if they're the same for the Black Tomie car?

Thanks for that, all i found was thousands of Sebring Chryslers and one sebring Deutch assessary site which only had exhausts.

I think you will find they are Sebring mirrors, a google search should find plenty of vendors.
