hell yeah. If it's not working then you might as well not have an alternator.

I forget that outboard regs still exist.

Alt has been checked and is good, Could voltage regulator have anything to do with the problem?

Most likely because the alternator cannot produce the voltage and amps req to keep it running. It may be draining the battery as you drive.
