yeah man its stuffed,
in the second pic above you can see another set of holes just beyond the metal plate that locks the stalk in place for a lil spacer to mount on,

That was missing when I got the car so it looks like its time for a replacement

well my flicker stays in the middle and stays forward when you push it, i have never gone as far as pulling it apart

Sounds like the lights are working how they should but the flicker isnt

heres a few pics to illustrate what I'm talking about.

Once that cover is removed you can see the little ball bearing sitting under the stalk

This is what it looks like with no ball bearing

So what happens is:

With ball bearing
One click back on the dash switch turns on low beam and parks
2 clicks back on the dash switch turns on high beam.
While on high beam the stalk can be pulled towards you. This dips the high beam but you have to hold it back or it returns to where it was.

Without ball bearing:
One click back on the dash switch turns on park lights and the stalk does nothing
Two clicks back turns on high beam and the stalk still does nothing.

Any help as I am confused

the stalk just hangs loose man

I think I need to re-open it and investigate

so your lights are high beem when the stalk is in the middle

as in not locked forward and not locked back?

hmmm I guess my stalk doesn't stick then
Cos two clicks out is high beam and u use the stalk to dim and it just returns when u let go. The lock is to prevent turning off everything while still driving when you go back to low beam (one click) at least thats what makes sense after I "fixed" the stalk.

hi mate

with the indicator / high beem stalk in the normal posistion,, pulling the lights knob out one click or 2 clicks is going to give you normal night lights

with the headlight knob pulled out on the first click with the indicator stalk push forward. this will give you parking lights

with the headlights knob pulled out both clicks and the indicator stalk pushed forward this will give you H beems

so in short
for parkers push your indicator stalk forward and pull your light knob one click

let us know how you go

EDIT
,, twisting the headlight knob to the right will dim the dash lights,, make sure you twist it back to the left before trying to push it back in and think its broken,, ( like me did )

Had rego today and I now have another dimmer related question

Do 120Y's have a "park light" setting where no head lights are on just they lil white ones on the front indicators?

Cos on mine one click back is lights on, parked or not, two clicks back is h/beam w the option to lock it a turn to the right.

I call shenannigans on the whole thing, whats wrong with headlights and parklights?

Any ideas?
