On my engine I have one metal tube at the back of the motor on the passenger side that connects to the inlet manifold, and one on the top rear of the rocker cover that goes to the aircleaner normally, although pretty sure my engine came with a pipe that vented the gasses into the atmosphere under the car.
Are they what you are talking about?

i think it did because there are two metal tubes at the back of the motor on the passenger side. but there was nothing on there when i bought the car.

As a basic guide, I'm pretty sure that if the motor did not come with any anti-polution gear and your fitting it in a car of similar age to the motor its all good.
Having said that each state has its own regs

you dont need it to run the engine. you need it by the law, if your law says so.

i have an a14, and i dont have any smog gear. just wondering if you need it or if its ok to run without it.
