Another thing you could do is scrounge your local Jap-wreckers. Many importers that bring in damaged vehicles or front-cuts and wrecks also tend to collect alot of wheels. When their containers are only partially full about to leave Japan they'll often ask their Japanese wrecker counterpart to fill the container with other relevant content (wheels, seats, body kits etc etc) so they can at least recoup some costs from the otherwise empty cubes in their shipment.

Many of their customers are around the 16-17inch sized wheel bracket so anything around the 13 or 14inch wheel size isn't really what they need- or isn't really applicable to their target market so you can often find them selling some pretty good wheels for really quite cheap.

It's worth a look, a few of the guys prefer to buy this way as you get good prices being away from the main market streams and you can often find some other interesting stuff.
