just baught a new one from phils rotaries and my old bumber and brackets are rusty so seening if I can buy new ones or some decent 2nd hand ones

Haha. Bolts for the bumper bracket you can get from any nut bolt shop. The ones that tie into the chassis. The bolts for the bumper to bracket are square with dome head they are special but you can get them from eBay. The brackets can be found at wreckers.
