Yes, they are adjustment shims, so the fluid doesn't back up. Unlike B210, B110 doesn't have an adjustable pushrod, so the master cylinder is moved via the shims. See Hydraulic Clucth Adjustment in our tech wiki Quote:

I would say its so the m/cyl piston comes all the way back to allow fluid back into the bore - if it doesnt your brakes eventually lockup - dont ask me how I know :)

What purpose do the (2) half shims between the clutch master cylinder and the firewall serve? No reference in the Tech Wiki or Ye Olde Shoppe Manual. Inquiring minds want to know...thanks!
