plate surround on ebay - who makes em?

ok so stumbled across this on ebay, im not to sure if someone has just printed it out on paper and glued it on or if its better then it looks but i wouldnt mind one of these on my car if someone off here makes em up

They should also be paying something to this website..Or get a bit more unique as to the contents.
Does look like it's for US plates, and looks a bit dodgy. They are coming from South Australia, so who knows.

Yes, that's the proportion of a USA license plate. Canada too (well, except for the bear-shaped plate).
