It's the rims. 165/75R13 tires do not normally rub. Do they rub on the gaurds or on the chassis? Scrubbing means rubbing on the pavement.

The normal size rim for 165s are max 6" rim (per tire manufacturer). You might make the 7"-wide rims work with spacers to achieve +30 offset.

Then change the rims unless you want to modify the bodywork.

Tyres on TRX rims rub too.

Where are they hitting at the top or at the front of the guards? Tyre profile helps, too 165 65 13 will help 75 is way too tall. They will be ok on rears.

I had 175/70/13 on a 5.5"rim on my ute that i sold and they were fine.

It will be his rim offset, 5'5 inch to 7 is a big difference depending on offset especially.

May have to trim the front of the guards if that's where it's hitting.
