This a non-premium plate and not your property to sell. You can sell a car with the plates, but you cannot sell just the plates. If you are paying an annual fee for the plates, then the owner of the car and plates will be liable for the same annual charges.

Voice your unwanted opinion elsewhere then. I don't pay an annual fee for the plates. You can sell the right to the plates, you have to fill out a form from the rta and hand it in to swap ownership.
