Sorry all, its been a while.

Lost my password and a very busy boy with Classic Skylines,

anyone interested in a small update?
this is from my latest artical for our club magazine

VicRoads have finally sent a draft to the Association of motoring clubs (AOMC) all be it Confidential at this time, they were able to outline it to us as a member club, so read on closely.

VicRoads presented three new documents and they are:

• Vehicle safety inspection list for clubs (which would be a requirement)
• Vehicle Standards (VSI 33)
• Draft Letter to Clubs outlining changes

What the changes potentially mean for us will be an Age restrictions on what vehicles could just have a club level Safety inspection, the year that is rumored is 1940.

So any vehicle made after this time would require a RWC to get onto the CPS.

VicRoads have given their firmest indication yet that a Modified Historic plate is in the works; meaning that any VASS Inspected Roadworthy Modified car that is over 25 years old would be eligible for this plate, a real win for all of us enthusiasts in my opinion.

VicRoads are also in the middle of Developing a framework to Define “What is a car club” to make it clear as to what groups would be eligible to access the CPS.

Also new or amended standards for the following

• Vehicle standard (VSI 4) for Classic Bikes
• Vehicle standard (VSI 32) for Classic Commercial vehicles

There is also a Draft letter to clubs which is a very interesting one and I can’t wait till we can get our hands on our very own copy.

The letter outlines areas of responsibility for Clubs, the new requirements to keep Photos and Up to date detailed records of all vehicles on the scheme with the club.

Anth, I assume it would be similar to a modern-day street rod plate. So something like an SR20DET 1600 would go on a modified historic plate but one with an L18 and Webers would go on Historic. A good idea in my opinion.

I don't know about this compulsory roadworthy business though, may as well just go full rego if you only have one 'second' car. Does this mean that all cars already on the scheme would need to go and get a roadworthy? If so what do the guys with race cars do?

Well they would only need a rwc if they came off the scheme and then wanted to go back on.

There will be a surprise for those who have taken advantage of the cps and registered full on race/rally cars.

Which they should never had done.

Its only one rwc to get onto the scheme so really in theory all cars should be roadworthyish to get onto the scheme so it shouldn't be a problem for those Doing the right thing.

So you will still save around $580 a year.

Basically, if you're not already on a club plate, and you were counting on it to get a not so street legal
car onto the road (not that I'm condoning that ) you'd better do it quick!

If your car would pass a regular road worthy anyway, you have nothing to worry about

Im not saying im lucky but my cars can pass rwc (possibly minor things required for cars of these ages anyway).

Im all for the modded h plates too. And yes the engine converted cars technically needed to be vass approved through the victoads approved assessor anyway.

Whatever makes it better for the legit enthusiests on club plates the better imho

This is why Ive kept my datto on full reg as they were bound to crack down sooner or later. Still got the hr on club reg but wont be hard to get a rwc for it as it's stock standard lol.

The club plate scheme was designed to stop people getting around the engineering loop hole,eg 6/71 blower hanging out of the bonnet running 28's on the rear, ect rant rant!
We have always been required to provide proof of roadworthy with either a inspection by cams or a roadworthy tester it has always stated if you required a engineers report for full reg it will for club...Big deal no different than full reg...only thing that has changed is the 1st inspection has to be done by vic roads reg tester every other test can be done in house providing your club is cams.
The idea was to get the cars for "power skids" off the road and on trailers! and stop them using the old club plate scheme as a net to stay on the road.My cars and i have 3 on plates they are inspected each year before reg it is a pain but add the reg up at 713 per car i can get over it quick enough
cheers anthony

When is the date for these changes to take effect?

Its obvious inspectors are not going to let dangerous cars on the road
but its a shame if vicroads enforces too much to the point we no longer
pay 100 per year with them but every year rwc and reg

Part in part the problem wasnt helped by the the coroners and police finding into a fatal accident in narrewarren which found a high powered street rod had only just got its plates within the week and was under engineered for the Hp and size motor...I was told to get my truck done before december last year but it's obvious with this discussion changes haven't taken place

No word yet as far as I can tell. I could only assume that if this is a final draft, it couldn't be more than a year before this gets implemented.
