It would be great in a 1200. peripheral ports are great. you shouldn't have to cut the tunnel much, only for the new shifter hole. most likely have to give it a bit of work with a hammer.
A rx 4 cross member would make it easy.

you will need a very large tunnel
rx4 crossmember wont be of any help in my opinion.. except for maybe the mounts

a big tunnel for a celica 5 speed?
rx4 cross member is good for working out the mounts.

Street legal? thats a question for an enginer.
i think any thing is possible, i know a mazda 1000 ute with a 13b in it with a mod plate in QLD.

you will never street legal a pp on any planet! it would never idle slow enough, smooth enough, or quiet enough to pass inspection.
as for your mods... speaking from experience, i have done it twice, 12a and 13b... they are extensive. 12a is easier as the motor is 20mm shorter. because of the design of the rotary getting engine to diff angle in a non-mazda car is difficult. the cross-member you will just have to experiement with once the tunnel is in and the motor and gearbox dummied up. i have just put my 12a in a way that i can use the original datsun mounts and braket.

yes you will need a large tunnel with any gearbox on a rotary in a 1200. unless you want to run a brutal engine angle. ive recessed my original 1200 crossmember to get the engine as low as possible (without modifyng the drag link), and ive used an auto stanza tunnel in mine.
