What happens to all the guys doing engine swaps if the new rules wont allow said swaps?

In simple terms? Stiff $hit.

You could've spent the last 3 years working on a project to finally get it ready for engineering only to find you've just built yourself a very expensive and probably very road friendly track car!

I'm a bit scared of this as I know it will take me forever to get my conversion done!

Generally Victoria leads the way when it comes to beauracracy so our tossers in Parliament set the rules and the other states reluctantly follow suit.
As far as I'm aware the current rules are pretty new but my engineer said there were whispers of change.
There's no real way of knowing. If a beaurocrat gets a bee in his bonnet cause someone did a burnout on his poodle, the rules could change quicker than we'd have time to react.

I think he Is referring to the vcss changes in nsw this year. Waiting on call back now to confirm.

Also could be in reference to nsw p plate rules. In vic, our rules are 2003 so wouldn't supprise me if changes coming through

Ok, waiting to confirm what the exact changes are, but yes, vic is coping some stricter rules for mods and engineering in July.

Good thing is, all mine fit within the new regs too but hope to be signed off if all he's to plan this week. Then need rwc
