light switch working or not?

hi i have a question about the switch in my 120y it has two stages the first park light (i think) and then full beam right?
but my full beams are on whether its on first pull or last one is this normal i would of thought first pull is only park light? Thanks!

also depends on where high beam stick is (forward or back) in the two different positions

to get park lights you put it on first pull and then turn high beam on (pull stick)
otherwise first pull is normal lights 2nd pull is normal lights but high beam when you pull high beam stick I THINK... thats from memory
