You can buy a metal polishing kit from Mitre10 and probably Bunnings
that you can use on a drill (it will come with a coarse sisal type wheel and a buffing wheel and 2 types of polishing compounds.

However, you've got to be careful with them as if your not careful the retaining bolt can touch on what your polishing and leave a nasty scratch.

To be honest if you want a professional job, pay a professional. There are always tight spots that need smaller tools to get into and for bigger surfaces a bench grinder with polishing wheels is the go.
If your only ever going to need to get a few things polished it's not worth buying the gear.

Get a can of crinkle finish, it won't polish your rocker cover but will be cheaper.

Soaking it in thinners will also make the paint flake off, a bit gentler than paint stripper.

Edit: Or at least soften it, will take something like days so not fast. I got some very old and hard paint off a bonnet by soaking towls in the thinners I used to clean the spray gun then wrapping it up in plastic.
