The cable does not need to be shorter. But it must be fastened correctly.
First, take the cable off. Can you then open the throttle by hand all the way open? If not there is a problem with the carburtor. For example, the linkage could be physically touching some part of the engine which blocks it. Are you using this type of throttle linkage? ![]()

That is the RHD Hitachi throttle cable bracket/clamp.
To use the bracket like that, you must adjust the cable. With the throttle closed all the way, there should be almost no play in the cable. If there is too much play, use spacers or otherwise take up the play. If there is a lot of play, you can go to the pedal inside the car and wrap the extra wire around the pedal shaft once. For a little play, cut a piece of rubber hose, slit it down the middle and put between the clamp and the cable. You can buy the genuine Weber bracket, or make one similar:

If the throttle opens all the way by hand, but not with the pedal, it is almost for sure that the cable is not adjusted correctly.
If there is any play in the cable, then it will not open all the way. You can view topic.
