Hi there i have the poo brown dash etc. and i want to get either a black dash and center console, or should i just paint them black to save the $$? if so what paint should i use?

That is Correcto. Use vinyl upholstery spray paint.

Just make sure you give the pieces a good clean first especially if they have ever had Armourall or any other silicone type conditioner on them. Wax and grease remover is the best for removing it.

Apart from vinyl spray there is a product call Plasti-dip that gives a slightly rubberised finish and is being used on everything from dashes to wheels to complete vehicle sprays...search it on youtube.
