The rust is likely not caused by the tank. Unless maybe fuel is leaking from the thank over a long period of time.
The little tank marked '2524' is the vapor expansion tank. So that fuel doesn't spill on the ground, instead is expands into the tank, and if it expands too much is vented into the engine compartment via the vent line. Make sure the vent line is not plugged. Make sure the 3-way valve under the bonnet is connected correctly and it will work beautifully with no smell of petrol. You can view topic.
