Crankshaft gear washer?

when putting together my short block i forgot to put on #14 in the picture. is it needed? should i take off my timing cover and put it on?

The biggest reason it's there is to help keep excess oil from getting to the seal. You could leave it out but you would probably increase the possibility of oil leaking from your front seal.
