GA is a 16-valve head that makes 115 hp
A-series is 8-valve and the top head makes 83 hp

Of course that's only the top GA head (GA16DE DOHC vvt). GA heads came in lesser SOHC versions and even small-bore carbureted engines. The hi-power head in the B14 head with Nissan-VCT, you can switch from low-RPM cam to high-RPM cam using a dashboard switch.

A yank publication sometime back showed the GA16DE Head ported is up to 80 - 85% the CFM of the best SR20DE heads. In turbo form also down 15-20% a bigger capacity SR20DE with similar turbos and injector setups.
Does it flow more than an A series? any 16v head should be able to. Peter Zekert is using a whole ga16de setup in their next race car 1200 and says its almost as light as an A15

So do it. $190 at pick'n'pull -- already built. Bolts to your A14 transmission.
So is it possible to build a 180 HP (flywheel) GA? Certainly. Project 200SX got 252 hp.
