In QLD you can legally put in a Naturally aspirated 12A rotar, thats in a 1200 I don't knwo what the weight of the sunny is compared to a 1200 so maybe a NA 13B.
So you need to find an engineer who will do up a engineers report on the conversion, meaning you can do any conversion and mod you want, you just need an engineers report on the safety on the car, and these reports usually cost about $800.
But if you got "dodgy" plates made up for the engine, you've gotta try and convince the modplater that it's not turbo'd and that it's a 12A (if thats the biggest engine you can put in) or a 13B.
But if you get in an accident your car is deemed unroadworthy as it's got an engine that isn't what the plate says, so your up for any medial costs of anyone injured as your CTP is cancelled due to you driving an unroadworthy vehicle.
Since your in QLD, talk to Mazfix they are in Underwood, Brissy. They will engineer a rotar in anything, but at a price, they will even engineer a 13BT in a 1200, you just have to pay for the safety upgrades they do, as they need to cover their ass, cuz if they say it's safe and then you go wrap yourself around a pole they get in deep trouble as they said it was safe.
But you have to get a mod plate for any engine transplant, and yes that includes A14's and A15's in QLD as regualtions state that a mod plate must be attached to the car if an engine is transplanted that was not standard or an option, Meaning when you bought a 1200 back when they were brand new they said would you like a 1.2L, 1.4L or a 1.5L engine. Mod plates cost about $70 as the engineer just checks over the engine and says yep the engine isn't going to fall out and such.
I hoop I've helped you by answering your questions.
Cheers Damo
