2 ways:

1) go to the Photo Album (link on the left) and click submit a new one

(The images have to be less than 1024 x 1024 pixels and less than 100k in size)

2) To post a pic inside a thread, grab the address of the pic (right click it -> properties -> copy the address to the clipboard), click the URL button in the thread window and paste the address into the pop up window.

This only works for pics on the net (anywhere on the net for that matter) - it won't work for pics on your computer.

Voila!
