I would be looking at the carb jetting. Does it bog down under rapid pedal flooring.....? Carb spitting typically indicates the mixture is too lean....

I run a 32/36 DGV-5A on a mild A12. I use the following jets.

primary idle 45. [most around town driving is through this jet. It supplys fuel for idle and progression ccts]

secondary idle 50

primary main 135
secondary main 135

When the carb is tuned correctly there is no need for the second barrel to open earlier. If you require the barrel to open earlier I would suggest you go a synchronous two barrel carb like an IDA, IDF or DCNF weber.
Asynchronous carbs like DGV's try to take advantage of both worlds [economy and power]. For the street I would go for the Asynchronous type. Synchronous carb are typically more suited for flat out driving.
Correct jet selection and tuning is the key to make just about most webers work on A-series engines.

not sure if you can bring the secondary open sooner but it may be possible to adapt the 38 dgas synchronous linkage to make both open together
