head lights & park lights

when I pull the swich on to the first stage which is the park light only, but the head lights come on at the same time.
Would it be the swich or could it be just the wiring?

mine does the same. except when i flick it to high beam then only the parkers are on.

OK When I pull it out to the first click, the park light come on and if the head light is on high they don't come on, but flick it to low and the head lights come on???

Thanks for that!
I checked out a couple around town and that what they said.
PS: We got a yellow sticker from the cop's
so it went over the pits and the guy said "park and head light sould work independently"
Again thats for the info
