I'd say the little vynal gears in the back of the speedo are worn out.

I have a similar problem with mine except it got stuck on about 80km/h. I grabed the speedo cable where it screws on the back of the gauge and started to unscrew it and the needle dropped back to normal. I found if I left it slightly unscrewed it was fine but if it was tight speedo would be stiff. I pulled the speedo out and stuck a drill in the drive and hit the tit. The speedo worked fine at various speeds. My cable looks old and shabby but I aint gonna replace it cause when the CA18DE goes in so will the SILVIA gauge cluster.

in addition to the cable and gears, there is a voltage regulator, and some capacitors that go bad.

mine bounces up and down under 20 mph.
it's kinda useless since it only goes up to 80mph, so it's useless for about 1/3'd of the speeds the car makes. I use gps once it goes off past 80

What do you need a speedo for? lol

my origional cluster is bummed out atm, used to slowly rise and keep rising to the speed you were doing for a minute after I stopped.

Not good when you're talking to a cop and he asks you "you know how fast you were going back there?"

even if you turned off the key? lol that's odd, probably can't use the 'faster than i should be going one...' it's worked for me. as long as they can't get a lock-on.
