Can be caused by a blown head gasket, which i suppose impossible since your engine is new.

Also can be due to water routing throughout the engine is wrong somewhere ( probably near the manifold area )

thats interesting you say that about the water routing. Because i blocked off two small water gallery holes that came out at the manifold because they were leaking water around the manifold. Could the blocking of these holes cause this problem?

What i presume is, if u block the water galleries on the manifold, u need to block at the same location on the head too. I did that on mine. I blocked the holes on the manifold and also the head. I used silicone rubber.

Also some of the solvents that are used to clean engine blocks turn white when they come in contact with water. It maybe as simple as taht they didn't rinse the block properly. However, the back to front headgasket sound likely to...

Rinse the engine properly using a garden hose, fill the system again, and check if it still turns milky, then explore the other options, it's the cheapest alternative...

It may be possible that the engine is fine, its just that there was water trapped somewhere in the oil galleries when it was put back together. You could run it for a bit longer and see if it gets worse, or dump the oil and go again and see if it happens with fresh oil.

Edit: beat me to it

Is going back to the engine builder an option?
