i would suggest to u not to run it
the exhaust housing of any turbo gets so hot, and by putting a cover on it, it cant breathe therefore will result in a dirty crack...
no good i reckon... but yeh

mate these housings, like any exhaust can glow. you can't get much hotter than that! the purpose of the nappy is to keep heat the turbo and out of intake componants. racers use them all over the world.

about the fire... are you sure it wasnt the oil feed or return leaking and then soking the nappy that caught fire?? they are made from fire proof material.

generally you wont find a seconghand one but new for that size is around $200. shop around as prices vary greatly
