no actual link to the ohc engine, it just says in his 'rare steel crank' ad that he has an ohc a12 which he may put up for sale.

ebay linky

I thought all the A series cranks were steel, but may be wrong.

I do recall one of the speedway guys talking about his OHC A series a while back, so if he says he has it I dont doubt him for a second.
Probably revs to 11,000 RPM too.

I've seen one of these cranks with the 'scalloped' counter weights. Does anyone know what engine they come from?

Early 1200 engine perhaps?

Not 120Y or B310 Sunny A12 in my experience.

There are A15/E15 hybrids for sure. Customised head and block to mate each other. 10,000rpm no issues for speedway.
