IDF webers are a downdraft carburettor, while DCOE's are a side draft. So you can't use the DCOE manifold. I've never seen twin IDF's on an
A series motor, but a manifold could be made. it just depends on how good you fabrication skills were. The best way to get this done would be find a Pattern Maker, who would be able to make a mould & get it cast for you. It'd be expensive, being a one off. You could always use an old alloy head as a source of the alloy for the manifold.

Would it be possible to get a late model Nissan Micra, fit the 1.8 litre motor from a Tiida & then turbocharged it? Your answer must include parts numbers for the conversion. You have 12 months. Commence.

It has been done before. Go to this link and have a look. b310gx is right in saying it would be expensive but this dude says he used a twin manifold and made an adaptor. Read the thread for info

Yes, this has been done for one reason only & thats to clear the brake & clutch master cylinders on a left hand drive car. The first time i saw IDF's on an Inline 4 it was on a Country Dealer Team Gemini i was thinking of buying, & you couldn't have got DCOE's on the engine & kept the brake master cylinder & booster.

The Country Dealer Team was a company in Melbourne that raced Gemini's in the early 80's. they built some cars for sale through rural Holden dealers, until the Marlboro Holden Dealer team jumped on them for copyright infringements. In 1980 the Gemini that Brock hit, causing him to break an axle early in the James Hardie 1000 was a Country Dealer Team car.
